How we frame it
This is a traveler legal-risk guide. For each country we record the legal status of a substance, the realistic penalty for a personal amount, and — only where it's legal — how to obtain it legally (dispensary, licensed venue, pharmacy, age limits). We never describe illegal sourcing. Every entry is sourced and dated.
Strictness index
The 0–10 strictness index (higher = stricter) is derived from each substance's legal status and worst realistic penalty, weighted toward controlled drugs. A death-penalty risk pins that substance to the top of the scale. It is a relative signal, not legal advice — always verify current rules with official sources.
